Windows will not load error, floating error

I have recently deleted all of my files off of my computer (pics, documents etc..) as my internet explorer button stopped working, anything web based would not launch and my IT @ my work advised me to use my restore discs and reinstall windows. I did, and it stated that windows was installed, but when I click the finish button to finish installation, It just goes to the windows desktop pic and a sand clock, and thats it, for however long. If I shut the computer down by holding down the power button (thats the only way it will power down) and restart the error states that there is a floating error and windows will not load??? I was just wondering if you had any ideas what I could do to get windows loaded?
